Trap-Neuter-Return (TNR): Helping Community Cats, One Colony at a Time
Community cats are the outdoor cats who live among us in neighborhoods, businesses, rural properties, and throughout our West Texas communities. Some are friendly and may have once been pets, while others are unsocialized and are not comfortable living indoors with people.
At Whiskers & Tails, we believe these cats deserve compassionate care and a humane solution that addresses the root of the problem: uncontrolled breeding.
Trap-Neuter-Return (TNR) is a proven, humane approach to managing community cat populations. Through our TNR efforts, cats are humanely trapped, transported for spay or neuter surgery and vaccination, and returned to the outdoor location where they were found.
By preventing future litters and supporting responsible colony care, TNR helps reduce the number of cats entering shelters and living without homes.
TNR stands for Trap-Neuter-Return. It is a community-based approach to managing outdoor cats without unnecessarily removing them from the environment they know.
The process includes:
Trap: Cats are humanely captured using appropriate live traps.
Neuter: Cats receive spay or neuter surgery to prevent reproduction.
Vaccinate: Cats receive appropriate vaccinations, a microchip, and flea/tick prevention as part of their veterinary care.
Identify: A small portion of one ear is removed, called an ear tip, to identify the cat as already sterilized.
Return: After recovering from surgery, cats are returned to the location where they were trapped.
TNR helps prevent unwanted litters, reduces mating-related behaviors such as fighting, yowling, and spraying, and allows cats who are not candidates for indoor adoption to remain in their familiar outdoor environment.
When possible, community cats benefit from having a consistent caretaker who provides food, water, shelter, and ongoing monitoring.
- Apply for TNR Assistance
Whiskers & Tails provides TNR assistance to residents within the city limits of Midland, Texas.
The first step is to submit a TNR assistance application. We ask for information about the cats, their location, how many are present, and whether kittens or pregnant cats have been observed.
This information helps us understand the colony, prioritize needs, and determine the best approach for trapping and veterinary care.
Our TNR resources are limited, and applications are reviewed as capacity allows. Submitting an application does not guarantee immediate assistance. Response times may vary depending on available funding, veterinary appointments, and trapping resources.
- Plan and Prepare for Trapping
If your application is approved, our team will work with you to develop a trapping and surgery plan.
For colonies of five or more cats, trapping assistance may be available depending on our staffing and resources.
For colonies of fewer than five cats, we do not send our trapping team out. Instead, eligible residents may rent a humane live trap from Whiskers & Tails. We can provide trapping guidance and assistance as needed and as our resources allow.
A consistent feeding routine can help cats become familiar with a schedule and make trapping safer and more successful. We will discuss the trapping date, preparation instructions, and who will be responsible for monitoring traps.
Cats must never be left unattended in live traps for extended periods. We will provide instructions about when to withhold food before trapping, if needed, based on the veterinary and trapping plan.
- Veterinary Care and Recovery
Once trapped, cats are transported to Whiskers & Tails for veterinary care, including spay or neuter surgery and appropriate vaccinations.
All cats receiving TNR services through our program will remain in recovery at Whiskers & Tails for a minimum of 72 hours after surgery before being returned to their original trapping location.
During recovery, cats are monitored and receive care according to their medical needs and veterinary instructions. If a cat needs additional time to recover or requires medical attention, the recovery period may be extended.
We will coordinate with the colony caretaker regarding the planned return date and any special instructions for monitoring the cats after release.
- Return to Their Outdoor Home
Once the minimum 72-hour post-surgery recovery period has been completed and the cat is medically cleared for release, Whiskers & Tails will coordinate the return of the cat to its original trapping location.
Returning cats to their familiar territory helps maintain established colonies and avoids simply relocating the problem to another neighborhood.
Community members can help support the long-term success of TNR by continuing to provide consistent food and water, monitoring the cats for injuries or illness, and contacting us when new cats or kittens appear.
Our TNR program is designed to help Midland city residents manage community cat populations through humane trapping, sterilization, vaccination, and return.
Please note:
TNR assistance is limited to residents within Midland city limits.
Trapping assistance for colonies of five or more cats may be available as resources allow.
For colonies of fewer than five cats, residents may rent a trap and receive guidance as available. We do not send trappers out for these smaller groups.
All cats receiving TNR services through our program are recovered by Whiskers & Tails for a minimum of three days before return.
TNR is intended for community cats who will be returned to their original outdoor location. Friendly cats and kittens who may be suitable for adoption can be discussed with our team, but foster and adoption placement is not guaranteed.
Our goal is to make spay and neuter services accessible to Midland residents while helping prevent unwanted litters and improving the lives of community cats.
Whiskers & Tails’ TNR program is focused on humanely managing community cat populations through Trap-Neuter-Return and NOT rehoming.
Cats brought into our TNR program are sterilized, vaccinated, and returned to the outdoor location where they were originally trapped. We do not take in community cats for the purpose of rehoming them, or finding placement elsewhere.
We understand that some residents may have concerns about a cat’s safety or well-being in its outdoor environment. If you have a specific concern about a community cat’s safety, please email us at tnr@whiskers-tails.org with information about the cat, its location, and the nature of your concern.
Our team will review the information and discuss possible options as our resources and capacity allow. Please understand that contacting us does not guarantee that we can take the cat into our care or find an alternative placement.
The primary goal of our TNR program is to sterilize community cats and return them to their outdoor homes.
Not every outdoor cat is feral, and not every cat belongs outdoors. Friendly cats and kittens who are suitable for adoption may be evaluated for placement when foster space and resources are available.
However, TNR assistance does not guarantee that cats or kittens can be taken into our adoption program. Our foster homes and resources are limited, and we must prioritize the animals we are able to care for safely.
If you have found friendly cats or kittens who may be adoptable, please let us know when submitting your application so we can discuss possible options.
Community members play an important role in making TNR successful. You can help by:
- Providing food and fresh water for community cats.
- Keeping a consistent feeding schedule to help with trapping.
- Monitoring cats and reporting new arrivals or kittens.
- Helping identify cats who have already been ear-tipped.
- Supporting spay and neuter efforts through donations or volunteer opportunities.
- Help purchase needed items through our Amazon Wishlist. (link)
- Help purchase more TruCatch traps so we can continue our work! (link)
Every cat who is spayed or neutered is one less cat who can contribute to the cycle of unwanted litters. Together, we can make a lasting difference for community cats throughout West Texas.
